During the inspection, it was found that some localities lack risk awareness of water pollution prevention and control, have inadequate contingency plans for emergencies, and lack effective measures to deal with water pollution emergencies. Punishment for illegal ACTS has not been fully implemented, the implementation of the 22 liability clauses of the law has not been effective, and some local law enforcement and judicial procedures have failed in both leniency and softness. Article 6 of the law stipulates that the completion of water environmental protection objectives shall be regarded as the content of the assessment and evaluation of local people's governments and their responsible persons. The inspection found that some municipal and county governments' assessment of water pollution prevention and control was a mere formality and did not really play the role of layer upon layer compaction responsibility.
